When a duplicate of an image is posted, why is it that the older image gets deleted instead of the newer image? It would make much more sense if the newer image was deleted.

The “better” version is the one that’s kept. So if the newer upload is a higher resolution or a correct/updated version or so, it’ll be kept.
If both uploads are identical, then the old one will be kept.

Well I uploaded a pic that doesn’t have the highest resolution available of it, I thought I did but I guess I forgot to update the file until after I uploaded it, and since there is no Change File option on the site, does this mean my only course of action is to upload the higher res version and file a duplicate report against myself?

Yes. Though normally if the resolution is the only thing that is different, the site will catch it and automatically create a dupe report for you.
