As per the rules posted, no. It needs to be a .png (it's a .jpg) with transparent background (it's a colored one)

That is super easy to fix, though. If you and the artist give me permission (since it's a commission and Nauth is artist upload only), I can remove the background, resize the picture and save it as png in less than a minute.
(Or, you know, just ask Nauth directly, it's probably easier.)

It may be easy, but the picture as it was ain't okay for the collab, and better to be explicit on that, rather than have someone wondering why his/her OC ain't on the final image.

I 100% agree with what you said. I just told them that there's an easy way to make the picture they already have ok for the collab instead of having to get a completely new one.

Seems anthro. I’m not clear on the exact rules. I can’t give an educated answer.
I post because I thought I saw in the rules that the character has to be plausibly canon. Or at least acceptably canon possible.

I’ll let a mod confirm this for ya. Don’t take my answer as confirmation.
