That varies from writer to writer, actually. Sometimes he’s a tyrant who enforces happiness under death threats, and other times his people genuinely loves him despite of his flaws.  
A running gag in the series involves Doom declaring “Doomsday” as a random, mandatory national holiday whenever he feels like celebrating something.
