The top bar was getting crowded, especially on mobile. I’d assume that’s the reason, but I’m not one of the devs so I can’t say for sure.

no, those are not ‘uploaders’ comments those are descriptions, which may be from the original source, or from the artist themselves if uploaded directly to the site from the artist.
 
If descriptions are being used as comment boxes, that is incorrect.

I could go with either.

But some anime I just go to find and grab the subs. But if it’s something I want to do a reaction video for I need to get the Dub version since reading while providing a separate commentary is too difficult for me.

Do you prefer subs or dubs?
 
It really depends. For something like FMA or GitS or Death Note, both are great. Cowboy Bebop’s dub is superior to the Japanese. On the other hand, some shows have terrible dubs.
