Does anybody know of free art programs that can make vectors?

Inkscape. Most vector artists use it, me included. Not only is it free, it’s also multi-platform. (I run Ubuntu)

Woo, I’m significantly more artistically motivated this time around so I’mma do it myself since I didn’t actually make it in last year since my collaborative effort to make one of my older pictures fit wasn’t quality enough.
 
Edit: And maybe learn how to use Inkscape in the process. It’d be awesome if I could actually finish my drawings instead of just coloring sketches.

I’m not too sure how my OC could look there - wearing ice hockey equipment like in that screencap >>1213924 (without skates of course and some minor tweaks) is acceptable?  
If so, then good. If everything else - that’s fine, i’ll look for an artist to pick.

For anyone who wants to draw their own image, but is worried about it being done on paper and looking off, I hate the idea of you being put off. To actually go out and do your own drawing when you have all these easier options of having other people do all the work for you, is something to be proud of! So anyone who’s doing a traditional drawing, if you want a vector version of your art to be made, I’ll do it for you free. Because you deserve it! Don’t let limitations discourage you. I will be more than happy to help anyone that puts in the effort.
 
Oh yeah, I’ll be joining this too myself. And I hope to bring a lot of friend along with me this time. It feels like it’s been no time at all, and yet so much has changed since last year.

I’m hopeless with art programs, so it’s aways traditional art from me.  
I’ve also offered to do others’ OCs, although I’ll be limited to how many I can draw. Here’s hoping I won’t be chucking too many your way.

This is my oc hitching a ride on Luna, just for you all to have an idea of how I draw for those that do not know.

I am offering free YCH’s for the collab! Just PM me with the number that you wish to take and a reference sheet for your OC. I will be making more poses and variants and posting them here gradually as the previous options get used up.  
I will only do one picture per YCH, so if you take it, no other OC’s will be drawn using the same template.

Please note that the sketches are only approximations of the final result, I will most likely clean everything up and re-do a lot of stuff before calling it a finished result. Any mistakes that are present in the sketches will 99% likely be fixed before I finish the pictures! Obnoxiously large amounts of floof guaranteed :D

It may be unethical… buuut I think my right to do this for free is more important than others’ right to be competitive with their prices xp

Images will be unique and I’m a perfectionist so good quality. Or, at least as “good quality” as I normally draw :p

Hmm, do you have an image?

It says no “adult dragons”, but what about OCs that are “normal” sized. Like say the size of Celestia? Or dragon OCs not allowed at all?
 
Just the wording is a bit confusing, since it mentions no “adult dragons” I assume it means no “giant dragons”?
