Could be but I do believe Charlie has a few other color shirts.
In the comics she cameos (in the pets issue, it’s hard to miss her), and she has a five-cent coin as her ‘mark.
Apparently Peppermint Patty also snuck into that issue too, but I can’t remember what she looked like from memory. :-P
From what I’ve heard his yellow shirt is trademarked or something.

I just find it funny that his tail reminds me more of Peppermint Patty.
It would’ve been funnier if his flank was blank.
