(Got bored of reading your paragraphs half way through. And first of. It was my first oc! I was making it so it kind of matched the first rp I was doing so shut up.

Bad OCs are usually black and red. So it is a safe assumption to think that black and red OCs are bad.  
Alicorns OCs are usually bad. So again, safe assumption.
 
It’s not true of course that being a red and black alicorn makes them a bad OC, but until we see a good OC like that no-one’s mind is gonna be changed.

This sounds like a joke OC, of which I have made a few. The race here would make anyone groan and face-palm. You claim it’s indecision, but it only looks like you instead wanted them to be everything at once. Even adding MORE to it with the werepony bit. It’s just such an excessive amount of race going on.  
The problem with his colour has already been explained as being even worse than regular black and red due to the wording you used.  
Having no parents/Having amnesia are the hallmarks of an OC you never intend on putting effort into. Surviving in the everfree at the age of 3 is also impossible, unless even back then he was a total badass? Heck even Twilight was brought down after wondering in there alone!
 
However if he came out the way I’m hoping, then he’s totally unaware of social norms, perhaps barely able to speak or read, comes off as stupid almost. And yet is a computer genious without any schooling at all. I actually like how unifitting that feels, because it’s unique without feeling unreasonable, and totally unexpectable. But if I’m wrong and him growing up in the woods is not shown in his character at all, then I think you need to rethink how you make OCs.
 
I only have 20 OCs myself, not as many as you have. But every single one of them has enough backstory for a fanfic each. Every single one of them can explain in detail what their life goals are and why they have them. And most of them were VERY different in personality during foalhood. I RP with my characters, and I know firsthand how trying to play with bad characters just isn’t fun. I don’t want to be the one to cause that for others. And I with my vast knowledge of OCs think that at a glance your OC sounds terrible. But then there is no description of personality for your OC, so we are forced to assume.
 
When it comes to pictures we are forced to assume all the more. We ONLY HAVE colours and race to go off of. We shouldn’t be blamed for expecting them to be a bad OC if they look like one. I personally never thought the batpony up there was a bad OC though. But then I never noticed she was black and red. I was focusing elsewhere…

Making OCs is not even remotely hard. Making ones that people won’t laugh at/frown at/throw rocks at you for/etc. takes actual thought and effort, though.
