It’s the facial angling. Looking up at someone, with your eyebrows even slightly down makes you look like a person who is aiming to challenge whoever you’re looking at. Looking up also implies that the person you’re looking at is higher up than you (usually symbolic of power). So combine those two and you get a character looking like they’re gonna challenge a powerful authority figure (i.e. a bad-ass).
