The player with an Unusual hat and some nice cosmetics has probably played the game for a few weeks and has more chance of knowing what he’s doing than the guy who has cosmetics you could get in an hour or so.
 
Of course, the guy with the Unusual could have simply bought it on the Marketplace with his mother’s credit card, and the guy with the Gibus-vision may be a comp-level player who just happens to like the look of Gibus-vision, but you don’t know that for sure.
