Yeah, the name was a nod to that, I believe.
In fact, it’s been rumored that Scourge the Hedgehog (who’s Sonic’s evil doppleganger from the Anti-Mobius universe, formally known as “Evil Sonic”) turning green was a nod to the old “Ashura the Hedgehog” glitch from the original Sonic 2 game. Sense the artist who redesigned Evil Sonic into “Scourge” (Patrick “Spaz” Spaziante who is popular with fans of the comic) is a fan of the games, it’s possible.
(I like how the comic has some obscure in-jokes/references like that for eagle-eye fans to spot.)
In a way, “Ashura” was the first “recolor” fan-Sonic character. :P
Spaz was also a huge fan of the obscure Sega Saturn game “Astal,” and liked giving that Sega character cameos in crowd scenes in his art sometimes. In fact, Astal & Alex Kid cameo on the cover of Sonic Archives: Volume 5. (Which was drawn by Spaz.)
“Rosy the Rascal” was also what Amy was called in Sonic the Fighters for… some reason.
I guess when you think about Rosey is like what Amy would be like if you took away all the cuteness, and innocence from Amy, and made her into a creepy insane stalker. (That is more-so then she was originally. J/K)
Kinda like how Pinkamena is also like a more psychotic version of Pinkie.
