It is Emperium Propaganda that the Tau use any sort of mind control, and when it comes to the Dawn of War… its canon is arguable at best, with the ending most people talk about involving the Tau being an alternate ending not the tru ending.

The Exodites aren’t a main faction. Not only is the artist probably unaware of their existence and relevant lore, but they don’t fit the theme of this series of drawings.
And though the humans in the Tau Empire might “have it hard”, they’ve always had it hard. Existence is a constant struggle in the 40K verse. Sure, the Tau have certainly committed atrocities (surprise), but they’re the only faction that would peaceably live alongside species like humans and kroot and even make an effort to reach out to Orks. The Exodites sure as hell wouldn’t.

But the exodites are eldars, that are ‘back to the roots’. So, FS would fit them better. The Tau are using their allies for their agenda and plans, they even use mind-control helmets on the Vespids to gain them as allies. They trust actually only themself, any non-tau have it hard outside the military. Check Dawn of War series for example.

Fluttershy is arguably closer to the Tau than every other “real” faction of 40K. In that the Tau see aliens as potential allies rather than pests cluttering up their future real estate.
Also, they make use of xeno animals way more than any other faction, so there’s also that “beastmaster” parallel.
Eeeeh, no, Fluttershy doesn´t fit really to the Tau or even the Kroot. Fluttershy would belong to the Exodites more as the Tau are really space communists, having more bad, ugly sides than good ones.
