Something happened (dragon attack?) that drained their Love reserves, so they were forced to gain lots of Love in a short period of time.  
The normal Love gathering procedure was probably too slow to give them their required amount of Love.

The question is if they should be insulted for having a “secret government” that control and steer ponykind into the “right” directions.  
Just think how Luna must feel, she is the ruler of Equestria and she just discovered that another race is secretly “taking care” of her and her subjects.  
What would Obama feel if he suddenly learned that aliens is “taking care and protecting” humanity?

This is my headcanon, nice to see it in comic form! Just made sense to me, albeit whether they genuinely care about ponies or not is another matter altogether but I do think they would intervene if another nation invaded Equestria or if a large scale attack happened.
