If they are unable to perform to an adequate national standard, they are seized and made ‘dinner guests’ for whenever the griffins or dragons send envoys.

To be entirely honest, I would not know in such a situation on what you would want to gain…maybe forbidden knowledge, or you serve a greater being? Maybe you just have a plan that you need the power for and you cannot move forward until you have said power/love/devotion of followers etc. Also considering how other ponies react around Celestia I wouldn’t be surprised if she really earned that fanaticism from her subjects. The Cakes looked like they were scared half to death during “A Bird in the Hoof”.

Huh…I always thought the Queen chess piece being the most powerful was because most Queens were very intelligent in how they maneuvered in ye-olde politics…and I’m not even talking about NLR (whatever that is) or Tyrant Celestia or anything of the sort. You can still be an evil ruler while not being a tyrant…and maybe you should read my comment again as I said I didn’t fancy Luna at all…
 
That and it wouldn’t be pandering to anyone if played correctly, vague hints are pretty much all you would need to go on for a while. The evidence could stack up if only you would notice the signs, even as small as they may seem. There are multiple ways to go about this, but it will NEVER be done for the simple fact that this is a children’s show first and foremost, meaning that this sort of plot development is so beyond likely that you’re more likely of seeing Flash Sentry become a main character and marry Twilight then this.

News flash, not everyone loves Luna and just because someone may not like one of the Celestial sisters doesn’t mean we have to like the other…I personally find Celestia one of the most useless ponies in all of existence, and Luna I find invasive and a little creepy at times…
 
But that’s besides the point here, it would actually be an awesome twist. Who knows what she did to get into power, who knows what she has done with said power. It’s fun to think about something like this because it’s not only interesting in theory but also makes Celestia less of a boring character even if it’s just something some fans of the show thought up. At least it’s better then the current Robot Paragon of Niceness/Alarm Clock we got.
