There are hypotheses (obviously untestable) out there that say that humans only evolved sapience because we increased the amount of meat we consume a little further back. Given that B12 deficiency causes brain deterioration and B12 is found pretty much exclusively in animal sources (and completely exclusively when talking about food to which our ancestors had access), this… might carry some weight.
 
In other words, maybe these ponies became sapient because their ancestors started eating more meat than horses normally do (it’s pretty rare, but it does happen).
