Given that they have a watchdog who is easily pacified by belly rubs and distracted by games of fetch, my guess is that whoever’s in charge of Tartarus has invested in some pretty strong locks. Either that, or Tartarus has been empty for a while now.
Not sure if that would work since the comics already did the Nightmare things.
I’m still fond of the hatred idea, but maybe base it off the Windigos where they starved to death and created one tangible form as they tried to feed of hatred like Changelings feed off Love. Or you could make the Windigos the pets of a hatred villain and he gets PO’d at the ponies for hurting his pets, so he seeks revenge on them.
The G4 villain should be “Pan Twardowski” riding a rooster.
Maybe something formless manifests to possess Lyra and make her into a satyr, preying on her quest for hands to get her to do its bidding.

Could do a Satyr I guess. Though a Satyr might be too close to a minotaur, even if they’re short. Would be kinda awesome, yet disturbing to see the satyr voiced by Danny DeVito, giving a reference to Disney’s Hercules.
Minotaurs are already a canonical ordinary race of Equestria. We’ve also had kaiju (dragons; hydra), chimera (Discord), cockatrice, golems (timberwolves), Ursas (whatever they are), Changelings, Windigoes, Ahuizotl (if fictional, he at least has to be known), … And EqG aside, devils/imps/etc. of human form would be out of place in Equestria itself. The Windigoes are the closest we’ve seen to what you describe, except in form. That’s basically what they do, cause hate and feed on it.
I’m sure there are plenty of old monsters that haven’t been used yet, from some culture somewhere, that would be appropriate to that role. Other than the cute factor, an evil Kitsune might work, shapechanging and ingratiating itself with the ponies, only to drive them apart.
I’m still believing the fan notion that Chrysalis escaped Tartarus while Cerberus was off “Playing” around.
Have a fan fiction story about the owner that trained Cerberus that plays off this notion. Though it seems like he’s playing, the poor dog visits his master’s grave every hundred years or so to pay him a visit.
In truth, I want to see a slim minotaur like creature who dresses like Kimbly from Full Metal Alchemist: Brotherhood. He acts as an entity of hate and starts to spread it around Ponyville. This leads to it consuming Equestria where Twilight is hated. Would start it off with Twilight going through Ponyville on a “chariot” ride to present her, and having either Diamond Tiara or Scootaloo throw a tomato at her, either it hits or is intercepted by a guard, with the chosen pony saying “I hate you!” Her friends start to betray her, one by one, as they feel the studious pony’s ascension into Princessdom betrayed them, and they weren’t rewarded “appropriately.” It would be awesome to have him voiced by Kieth David.
