Scientifically speaking this could probably work if the weather was cold enough at just the right temprature. Because the snowy moisture in the air would mix with the sugar and lightly freeze them to the glass surface. Since glass doesn’t hold heat very well, the sugar would oly stay on briefly, so in theory you could lick it off.
