No, that is just a random pony who is a referee in the competition.
 
 
Cadance is in the right thought bubble above Queen Galaxia, staring at her fat flank on the left corner of the bubble at the bottom right of the page.
 
She’s there because Queen Galaxia is the fusion of Cadence, Celestia, Twilight Sparkle, and Luna.
 
The fusion across from her with the Cowboy hat is Queen Motherly Morning, the fusion that comprises of Applejack, Rainbow Dash, Sunset Shimmer, and Pinkie Pie.
 
While their physical bodies have definately blown up. The component ponies in their mind also suffer the physical effects of becoming thicc, plot heavy, pudgy blubbery mares. Hilarity ensues. And of course Celestia wants more.
