Solution: stick her horn (or a knitting needle) in the ground port first. :D
British power sockets (the type shown) have little doors that cover the holes for live and neutral. The doors are only opened when an earth pin is inserted (the plugs have an extra-long earth pin).

Since they look like British sockets, then no. You can’t access the live and neutral until you insert a ground pin into the socket.
That’s the age-old question.
