“Poor Writing”
While there was lots OF poor writing in the Season 9 finale, this isn’t what I’d consider one of them.
You are literally blowing smoke out your own ass about something that has always been part of the show.
There’s no way they should have won battles dating back to before the show “got bad” in a lot of people’s eyes.
“It’s a kids show” isn’t a viable excuse for poor writing, but whatever.

It’s a kid’s show at the end of the day, get over it.
There has only ever been half-victories for the villains.

Villains should have won a loooong time ago.
Well, it doesn’t seem like she ever really cared about them since they all learned they could share love and it made them stronger and she refused to do the same and wanted revenge on Starlight instead. Also, here, she’s clearly blasting at them with no hesitation at all and she doesn’t have any objections to Tirek blowing them all away.
Like PastelBacon said, it couldn’t save him when he had godlike levels of power from absorbing alicorn magic, so why would it start saving him when he’s of far lesser power? This isn’t anything new for the show.

Keep in mind he also had the Pillar’s magic at this point
I’ve seen both Thor and Black Panther do that same “hit the ground and take out everyone around you” attack.
Grogar was strong enough to oppose a Discord who was being serious.
Without much effort and ONLY really using the brute force of his power not anything more complex
