I was kinda thinking about that when I watched Enter the Florpus. They’re a little smarter, though. Just a little.
I don’t think The Tallest are really even portrayed as smarter than other Irkens. I think they said that once in an episode explaining what it means for their species but the show and even the movie have gone out of their way to tell us otherwise - these two characters are idiots even compared to others of their own kind. They’re the leaders, more or less just, …because. The people serving under them are more rational “straight men” kind of background characters and they usually seem nervous when following orders, as if they don’t entirely trust the competence of their supreme rulers but have no choice.
If the show were ever actually continued they might explore that someday - why the Tallest we see here are just barely smarter than Zim, if at all. I think there was a script for an unproduced episode that was unearthed once and it was some kind of “flash back” episode. A trial that Zim was put on when they realized he was accidentally responsible for the death of the previous Tallest who was a green-eyed queen and she seemed to be portrayed as a more intelligent kind of character.
 
I meant that Celestia and Luna are a little smarter than Purple and Red.
