Well, it doesnt appear to be the leaked G5 movie, since Hasbro described it as simply a stand alone story. And the 2019 FiM movie never materialized. And in the leaks, Meghan mentioned wanting more time to work on the 2019 movie.  
Plus, Tara Strong sounds like she is returning as Twilight Sparkle, since in an interview she mentioned Twilight would return in the 2021 movie.  
Lastly, just take a look at the release schedule they have out for MLP in 2020.  
Books, manga, comics, stage shows, toys, an EQG special at the end of 2019, etc…  
All G4 content, not a single mention of G5’s toy line, which in the leaks is set to launch in 2020.  
So, I’ll put my money on this being a G4 movie.

I was wondering why his strategy wasn’t to stoke fear in the populace. Fear was what fueled the powers of the real Grogar, so trying to get a few villains to work together instead of terrifying them into obeying him seemed counterproductive.

Scary thing is that you know the real Grogar is gonna pop up soon. My bet is that he is the villain of the 2021 movie.
