But you can’t force someone to reform, they have to desire to change and Cozy never showed a hint of desire for change. She enjoyed being evil and enjoyed doing malicious actions that caused others harm.

she studied in the friendship school for a whole year, having good role models and all the good examples to go by. She refused to think her plan to take away magic from Equestria might be bad.  
She was caught. She could have showed regret. She instead chose to back down on her evil path.  
She was freed from prison. She could have walked away from ‘Grogars’ plans and decided not to be an evil little shit anymore. She chose to remain evil.
 
She had plenty of chances to walk away from her evil path. Everytime she chose to remain evil and continue to do evil acts, she did so fully willingly and without any hesitation.

I wonder how many people all in favor of stoning Cozy are for capital punishment? Or have studied rehabilitation enough to know the likelihood of reoffence? Or even considered Luna’s rehabilitation and thought of how it might be possible for the princesses to use magical means to explore why she did what she did? Because stoning them dead forever (which is what they did as it was the last episode of G4 FOREVER) was-in my opinion-a little rash. Outside the show it was REALLY rash on DHX’s part to go with that ending. Just…not a good precedent. Kind of the opposite of the shows entire message, really.
