They said they said they were going to build a school and so they did. There would have been a time skip between those scenes.
That was my assumption, too. Twilight went to Celestia for advice, compiled a lesson plan, went to Neighsay, got the temporary accreditation to run a school, then opened it several months later. The construction part wasn’t essential to the plot, so it happened off-screen. Like that time in It Isn’t the Mane Thing About You, when we skipped over to when Rarity’s mane and tail grew back.
