A week and a half late, but in answer to your question (in case anyone ever reads this)… Yes, the BBC does claim ownership of the Police Box image.
 
What happened was that several years ago the BBC was going through their IP and found out the UK Police never bothered to trademark their own call box. So they trademarked it. When the Metropolitan Police sued over it, the BBC won. Now the police technically have to pay the BBC if they ever want to publish an image of their own call-boxes (most of them are gone due to cell phones making them unnecessary).
 
And yes, parodies are protected by US Copyright law. Hollywood Content creators would do well to remember that.
