People tend to obey to authority just because someone is an authority figure. But how can people understand, who is an authority? Status signaling is often used for that. And one of the most used signals is clothing.

ideally people would treat twilight like royalty, but wouldn’t treat royalty as less accountable than other ponies.

I’d expect part of that is they’re not doing a very good act. Like the uncanny valley, little things stand out. You can’t act like how you think a person in that uniform should act, or how you think they do act. You have to act how they actually act. Which is very hard to do since a) if you had truly internalized what to do you’d probably really be there in that uniform doing the job rather than acting it; b) you’re seeing the insides of your pupils and imagining what your body is doing, while the people seeing you are seeing what your body is actually doing; and c) the actual people doing the job are seeing what’s in front of them and responding with practiced skills, with zero attention paid to trying to look like they fit in. It’s a totally different mindset. The best way to fit in is to actually know what you’re doing because you have genuine experience at it. You’re just not supposed to be there right at that time.
TL;DR: An actual cop is just doing a job, and the way they look doing it is just an accidental consequence. Trying to deliberately duplicate their accidental actions stands out as deliberate actions.
