I think you’ve got it a little flipped. The “just like you like to wear…” line is said by Garble, not Smolder. Likewise, it is Smolder that says, “What did you say?”
 
Smolder’s secret is that she likes to wear dresses (see S8E22 “What Lies Beneath” and S9E03 “Uprooted”). Smolder punches Garble not affectionately, but to get him to shut up, heh.

Does the Tree need to give you another dream lesson, Smolder?

Basically, she was teasing him for the outfit he was wearing, he got a little bit miffed, and then she told him no hard feelings.

This is absolutely my headcanon regarding dragons. Time and time again, we’ve seen them depicted as creatures who only like to look tough, but at the end of the day, they understand the value of family and altruism. Smolder and Spike certainly aren’t alone.
 
Think back to how Fluttershy managed to scold a dragon into submission in S1E07 “Dragonshy”. Think back to how Torch refused to let Ember compete for the bloodstone scepter in S6E05 “Gauntlet of Fire” - I’d imagine it’s because he cares for the well-being of his daughter. Think back to how Smolder passionately denies everything immoral that Sludge claimed about dragons in S8E24 “Father Knows Beast”. In S9E09 “Sweet and Smoky”, after Ember declares Garble the hero of the dragon lands, his cronies finally have an excuse to shed their own tough images and admit their own guilty pleasure in Garble’s poetry.
 
TLDR: all dragons are definitely softies on the inside

It was very subtle but kind of cute how comfortable Smolder was around Garble holding this tea party. It looks like he’s sat through these before and he seems perfectly okay with it.
