Sombra technically didn’t listen to Grogar, because he tried to take over Equestria after he failed the initial Crystal Empire takeover, which was never part of the deal.

His words were “When you fail, you will submit to me”. He never promised resurrecting Sombra should he die (or “get banished to the aether”) again.
Turns out Grogar is a dick who doesn’t keep his word.
I thought Grogar say “if he fail, must submit to him” is mean that he will resurrect him…(´⊙ω⊙`)
