Basically, but be wary that in Asian languages these “compound words” can be metaphorical.
 
From what I can find, both 鳥馬 torima and the inverted 馬鳥 umadori are most commonly used to refer to Chocobo-like creatures. I suppose one could use them to refer to a pegasus or a hippogriff too? I really don’t know.
 
In the West, we tend to presume the second word is the “main” one, e.g. a bird-horse is more horse and a horse-bird is more bird. This does not seem to strictly apply in an Asian context.

The kanji is 馬 ma, “horse”.
 
You folks are mistaking it with 鳥 tori, “bird”.
 
Either would be cannibalism but the latter is fine because actual birds of prey eat other birds all the time so it’s whatevs.
