Well, not really.
Scootaloo is just so easily abusable compared to the other CMC or even M6.
Also don’t think all of them just want her to be hurt and enjoy her misery. Some people want these pictures to feel like they can help and enjoy the idea of saving her from such a situation.

IKR… The number of anonymous Scootabuse comments in this website alone is enough to challenge my belief in humanity.
IKR? That’s insane. Even if it tends to surpass what their elders get, the other two thirds of the CMC don’t even take half as much abuse in comparison (or even close to the same amount of Applebuse and Sweetiebuse pictures put together).

My guess between these relations is how “abusable” a chatacter is.
Applejack has a strong personality, she is not really abusable, while Rainbow Dash, being extremely self-absorbed and proud of herself, is a easy target. Fluttershy has a extremely different personality but is also one easily abused.
Scootaloo is of course a really easy target, not being able to fly as well as the whole blankflank business.
Not to forget the personality of the fans of these ponies and the people that draw them…
