That spell was intended for earth ponies, but it was used on a unicorn. For all we know, that restriction might not apply to an earth pony.
 
On the other hand, knowing Applejack, even if that restriction did apply, it probably wouldn’t matter.

You are friends/acquaintances with three very powerful mages: Twilight, Starlight and Sunburst. You can do it!

There’s a spell for that. Just don’t get too close to the sun.

Naw. Getting pixie dust from a green garbed boy that can fly who fights a mustached pirate aided by a small partially dressed fairy who lives with kids on an island wearing fursuits and don’t wanna grow up seems to be the best path to flight.

It seems to me that, if indeed all a pony needs to become an alicorn is a pair of wings and a horn, then earth ponies have the greatest potential to become the most powerful alicorns. On the other hand, hoof, whatever, there’s more equality if a pony needs the powers of all three races to do that.
 
Having said that, I’m sure Applejack could earn her wings somehow.
