For what it’s worth, Cozy Glow is incredibly intelligent. She’s never let on just how much she knows, and is constantly playing dumb to throw the trail off her. If there’s one thing she has over the rest of the Legion of Doom, is her information gathering skills, her willingness to wait for the perfect moment to strike and her skills in the use of Artifacts.
She has a repository of information regarding every major figure in Ponyville, down to the fact that Starlight hates mustard. She more than likely has information regarding a pony’s timetable, their likely location at any given time, their preferences, skills, and those close to them. After all, “In order to beat my enemy, I must first know my enemy” Which goes right in hand with her patience. She sat around for half a season, learning and waiting for the opportunity to strike. She put with Neighsay instead of having a shouting match with him for control of the school, unlike Chrysalis who would have won had she not sunk Twilight through the floor, and Tirek who foolishly disregarded the Mane6 after draining their magic. Cozy’s plan intended to have the Mane6 locked away permanently, and nobody suspected her until the mane6 were already trapped.
Lastly, Cozy has intimate knowledge regarding artifacts. Not only did she attune 6 to make a magic draining portal, but she even catalogued every artifact in the school! If the Legion of Doom needed a particular artifact, she’d be able to direct and coordinate a burglary into the school to retrieve it.

DO NOT UNDERESTIMATE THIS FILLY. SHE IS SMARTER THAN SHE LOOKS AND WILLING TO DO GREAT EVIL
