Yep. You’re both correct. Tempest was originally gonna be the main villain or one of the two main villains of this early draft of the film (alongside the Storm King) as a stallion named Cosmos who was originally intended to be the immortal traitorous long-lost brother of Celestia and Luna who tries to overthrow to take over Equestria with the Storm King by overthrowing his two sisters as well as Cadance and Twilight. And this film was possibly originally gonna be like an inspiration to The Lion King with Cosmos and the Storm King as Scar, Celestia and Luna as Mufasa and Sarabi, and Twilight as Simba. However, even though we didn’t get to see a male alicorn or more like Comsmos in the final draft of the film and any other episode despite some unicorn stallions with wings and pegasus ponies with unicorn horns still count as animation errors, the draft of the film that we know has the Storm King be the main villain of the film while Cosmos’ model was reused in the final draft as a female unicorn with a broken horn named Tempest Shadow and the concept of Celestia and Luna revealing to have an evil brother is ultimately cut from the finished film.
Well, we know that the final version/draft of the movie features the Storm King as the villain of the movie who takes over Equestria throughout this movie offscreen instead of Cosmos.

In the initial draft of the movie, the antagonist was an alicorn pony named Cosmos, who was Celestia and Luna’s long-lost brother. His goal was to summon the Storm King (in this version, an elemental thunderstorm wolf monster) to overthrow his sisters and take over Equestria. In a later draft, they added another character named Tempest, a unicorn who lived beyond Equestria and was in a morally gray zone vs. the normal ponies. Eventually the two concepts merged into one character.
