He looked sad but I’m 90% sure that, with one third one Equestria’s populace being unicorns and the whole society (even food, for those who remember the comment at the end of season 8), that ponies have a way to either growing back the horn or making a prosthesis to make it look as if the pony still has a horn + helping the pony to continue using magic
 
 
 
For those who’re interested, here is my head-canon on that topic:
 
First of all, it seems that the unicorn’s horn is growing all the time. I mean, why else would the Ponyville spa using a file for the horns?  
The horn might not grow out of control, but it is always growing. A real life example is the rhino; to protect them from being hunted, people are cutting of their horn and over the next 4/5 years it’ll grow back (from what I read it’s painless). A counter example might be cows, whose horns only grow for a few years. However, since Rarity is more or less an adult unicorn but still needs to file her horn, we can go with the rhino example.  
In other words, to me the unicorn’s horn is able to completely grow back as long as the pony is healthy and is not doing anything to cause problems during the healing.
 
That brings us to Tempest: She was a young filly and to her it was a big deal. However, she most likely didn’t listen to her parents or doctor. Instead of taking it easy and letting her horn to grow back, she continued to use magic, which caused more damage and prevented her horn from healing. It’s like running while having a broken leg; it won’t heal but it will get worse.  
To make it short; it was Tempest own fault that her horn never grew back. I mean, just look at filly Rarity’s horn and adult Rarity’s horn: it got way bigger because she was still growing up. Same would have happened to Tempest IF she would have waited.
 
The second part is, that even if the horn won’t grow back (maybe because of a horn disease), Equestria most likely has magical and/or technological ways to help a unicorn. We know that Equestria is able to make artificial wings for Pegasus ponies and they can fly again (Sombra Time…always disliked it. poor Dashie D: ). A wing is way more complex, especially if you want it to be able to be used like a real wing.  
So I’m 99% sure that it’s also possible that Equestria has artificial horns (if most of the horn was lost) or prosthetic horns, if only part of it was lost (like the pony in the hospital or Tempest).
 
Yes, losing a part of the body is one of the worst possible things, but I’m 100% sure that Equestria has ways to deal with it, so that the ponies (and other creatures) can continue their lives without any big problems. Not to mention that there are also magical artifacts that can completely heal any wounds (it’s even canon from the first real life Daring Do book: Daring Do and the marked thief of Marapore).  
Crying and turning evil because that was a bad way to introduce Tempest and I don’t have any sympathy for her crying over her horn.

There should have been more bonding scenes with the new characters and the characters staying in a place for more than 5 minutes before running off such as the ponies staying at cappers house a bit longer and the ponies being imprisoned in seaquestria instead of being banished(there is actually an seaquestria prison the characters would have had to escape from in the art book)

That’s true. I mean, just take us look at the new characters:
 
Tempest: The edge queen pony with a not convincing background. She just got an injury and lost her horn but no one in her villages, not even her parents, cared about it? Let’s be honest, with like one third of Equestria’s populace, it’s impossible that she is the first unicorn that lost her horn (we even saw one in the show).  
However, only Tempest went all evil like a cliché. The prequel gave her a bit more personality and background, but “losing your horn” isn’t a convincing to an attempted genocide of your own race.
 
Storm King: It’s Tirek 2.0. Not even the prequel book helped. Strife could have been a way better villain, so I don’t understand why they chose a boring Tirek rip-off villain.
 
Capper: When he first was introduced he seems nice but then turned out to be a fucking asshole. Meeting some ponies and then selling them into slavery…and that’s not the worst possible outcome. I think we all saw that one stand at Klugetown that sold unicorn horns (hopefully fake horns or from grave robbery and not from living ponies).  
Again, the prequel gave him a motivation of why he was an asshole, so adding it to the movie would have helped a lot to make him looking nice. That’s why his change from a jerk to a friend just because of one gift doesn’t make any sense.
 
Celaeno and the pirates: Well, there was more to their background in the prequel book, but in the end the movie actually showed their motivation and personalities.
 
Queen Novo: The only sea-pony that looked like a jerk. One or two minutes to explaining why she was acting the way she did - she trusted Tempest and hoped she would become Skystar’s friend but it ended with Mount Aris being attacked. Novo actually is very Celestia like, but the whole attack of the Storm King made her paranoid, so that she only cared about protecting her subjects and when she was finally convinced that not everyone is bad, Twilight turned into an ooc thief.
 
Skystar: The best character of the movie to me, followed by the pirates. Her background and personality was shown, a Pinkie/Fluttershy mix who just wants friends because she’s lonely, so we aren’t surprised that she was helping Equestria.
 
 
All in all, the prequel book and comic make things a bit clearer, however they aren’t really canon. The movie was good but it could have become even better if the writers would had more freedom like more time for the production, how long the movie will be or which ideas they use.  
Sadly Hasbro had their own ideas and ruined many things, like always.
 
 
I’m not complaining about the movie, just saying what I felt after watching it. It was too short and had too many clichés and bad ideas

There are many possible scenes they could have added like the true motivation of the Storm King (or how he became powerful), Strife (he looks nice and would have been better for the role of the Storm King. I mean, he is a sentient cloud being) or something like that.  
Tempest fighting with her pony identity and the monster she became (the classic good vs. evil fight of some characters f.e. Darth Vader), how the heroes made it back to Canterlot…
 
Sadly cartoon movies always feel rushed or incomplete, especially those who’re seen as bad.
