also both cole and delsen are very envious of your charicter right now  
that was one of the biggest things both of them often complained about in there respective games was everyone else seemed to be able to use there powers to fly shomehow, at best in game however your able to get to being able to glide a really long time  
also smoke isnt delsens power, he technicly doesnt have a power of his own, hes an omni conduit, he can self infuse and copy any conduit power he is exposed to and over time [or with a power infusion] learn to control them.

true, infused/coppied conduite powers can be weaker though now and then they can be more powerfull then the original, the trouble is the more power you pump into the recipient the more likely it will become unstable  
see the ice warriors from infamous 2, they were as strong or stronger then there source coundite but over time they suffered mental breakdowns and became nothing more then rampageing monsters.

More that Delsin’s smoke powers were a huge source of inspiration for her own smoke powers. She’s not a conduit per-se, she’s Infused. That, however, is very similar to being a conduit but with different lore reasons, and generally a much lower power level.
 
She can fly though.
