I like how this “Plan” was obviously crafted by Shining Armor (given his determined look and the surprise/concern of the other 3 stallions); while only Celestia seems to agree with this “idea” [Twilight is shocked (as it is her parents the ones who will be involved), Cadence seems to “back off” like someone who does not want to give an opinion… Luna is MAD about it (she likely refused on using the potion on porpouse the previous times, increasing the number of “royal alicorns” in Equestria)].

How can you make grandparents? Isn’t that a bit backwards?
 
“Proper” alicorn grandparents; as in two 4-pony-fusions made with Night Light (stallion) & Twilight Velvet (mare) respectively.  
-> Celestia, Luna, Cadance & BigMac´s parents are dead (or lost/shattered); so unless they bring Troubleshoes or FlashSentry parents [by making them as new O.C.], there are no other logical posibilities (GrannySmith & GrandPear would be Tommy´s great grandparents, technically speaking).
