This comic has interesting story behind it. Some time on december last year I submitted an updated version of one of my older comics, as it turned out not everyone was happy with new ending I gave for the story. One of the more vocal people against the change was :iconsteelresolve: - and I can’t say we have seen each other eye to eye on that matter :P However as we kept talking about it we came to consensus of working together to see if we can push story in the direction that will make both of us happy. And here we are, if you enjyoed previous part, good news, you can expect a little bit more Luna/Sugar Belle shenanigans over who has the right for Big Mac. Expect Part 3 to conclude all this glorious mess, also big thank you to :iconsteelresolve: for sharing his time and talent so we can prolong this little story a bit more :)
From Steel: This is a labor of love and annoyance turned to love again. I adored his original comic but was loudly vocal that leaving Luna in such a state was too sad. SMP was a great sport for even suggesting this, and it was a delight to work with them on the effort.

Because it’s not usually necessary to make an activity illegal when nopony alive practices it.
I think Luna’s power grew while she was imprisoned, but that she had to regain a good bit of it after she was cleansed, which was why her mane wasn’t flowing at the end of the show opener. I also believe the reason their manes flow is due to having so much excess magic it makes their coat and mane glow with it. We can tell this because after giving up their magic, both of their manes stop moving, and initially, Twilight’s mane and tail go nuts. If she’d maintained that power, her body would have started bleeding it off in the same way.
Crap, with Cadance I somehow focused entirely on her and Twilight’s encounter with the Tatzlwurm and completely forgot about the Crystal Empire barrier thing. You’re right, we did see her power level. I wouldn’t count the changeling-begone spell she and Shining cast in Royal Wedding because that seemed to be a “the power of love” thing rather than her own (same thing when Twilight uses the elements - it’s the Mane 6 friendship’s power and not her own).
When it comes to Luna I’m still hesitant about judging it on the NMM vs Tia flashback, mainly because in the scene where she got hit Celestia was fleeing and didn’t have any visible defensive spells active. Then again Nightmare Moon did manage to blow a timberwolf to pieces with a similar looking magic bolt in the alternate timeline. I think the closest comparison of Celestia’s and Luna’s power we have is when they were fighting off the blizzard that Flurry created and it looked to me that they were pretty evenly matched.
About the “power grows with age” theory - do you think Luna grew in power while imprisoned in the moon as NMM or is she 1000 years behind when compared to her sister? And what about her regaining her powers after she lost them when NMM got nuked by the elements in S01E02?
As for Flurry, I chalked it up to her having a power surge, like the ones baby Cakes had when Pinkie was babysitting them, only 10x stronger because she’s an alicorn.
Sorry if the stuff I wrote doesn’t make much sense, I’m kinda sleep deprived atm on top of having a poor grasp of the English language.
Well, we can judge a bit based on feats. Luna, while boosted as NMM, did manage to injure Celestia during their fight, forcing Celly to banish her. So we can infer that Luna might be of similar strength to Celestia, but is apparently stronger while in NMM form.
For Candence, we have to look at what her magic managed to power. I firmly believe her love for Shining is a large part of Chrysalis’s power boost. She also managed a shield with Shining that repelled every changeling in Canterlot and threw them miles off. She was also powering a shield by herself for an unknown length of time that covered all of the Crystal Empire. I have to assume weeks, at least, since they had to get there, identify that Sombra was trying to attack, get word back to Celestia, send for Twilight, and Twilight had to arrive.
I believe, based on what we’ve seen of powerful unicorns, that being an alicorn basically makes you as powerful as the most powerful examples of all three races. And further, that age can only make one more powerful. Which says some insane things about Flurry Heart.

She had the combined power of all four princesses at that point though.
AFAIK we still don’t have in show confirmation of their individual power levels.
Celestia was mentioned as powerful in the royal wedding episode when Chrysalis defeated her and we’ve seen alicorn Twilight in action a few times, but Luna is a complete mystery, Cadance too.
Only because they give a damn about collateral damage. Twilight showed that the princesses do have power, they just can’t use it. She showed it by using it on an opponent in the wasteland, away from other ponies that might otherwise be killed.
There isnt a chance of luna winning. The Princesses are the whipping mares of the fandom, AND cannon.
Honestly, Luna winning would be boring. No one cares when Goliath claims another challenger.

It is actually kinda funny that this is a canon ship versus a canon ship. But mostly, it’s Luna asserting her rights on a claim jumper.
