In hindsight, she could since there are situations when she could habitually wrap herself with her wings (i.e. in embraces, after baths or during changes of clothes). But you can also excuse this to being a moment of panic when she wasn’t thinking straight enough to immediate use her wings. She simply didn’t expect to lose that top.
 
By the way, the wings were just there as an afterthought to break the monotony of wingless human Shy in the sketch set.

No. That ‘sleeps naked’ tag exists because it happened in the show and is therefore a trope in artwork, whereas her losing her bikini is something too general and too common a fetish to have a specific tag. Your collection is good enough.
