Not really. It reminds me of the surcoat knights wore over their armor, emblazoned with her cutie mark as a kind of coat of arms (convenient for ponies that they come with a coat of arms built in, I guess). The point would be to help her soldiers identify her in combat. Nightmare Moon herself would probably not really need that (how many black alicorns are there?), but I would suppose that it’s common for other high-ranking soldiers and she follows suit.

Does armor have to be sexy?
It ain’t very sexy though. It sticks out like a sore thumb and looks kinda daft.
Remember, you have to physically try to make her majesty not look sexy.

The scythe is associated with the grim reaper and death. It also has that nice crescent moon shape. I’d say she’d definitely use one.
