No, Blackjack’s descendent was transferred into another mare so Twilight and her ministry could avoid drama; as willed by Image or the OIA or some shit. She had a pass for the unfinished Stable, but was at the time the bombs dropped was closer to 99 and had a single pass for her or her filly, she gave that pass and the filly over to another mare you entered 99 with her and an adopted parent.
Though however it’s worth pointing out that by even five generations, the number of descendants someone has is over a hundred. Even in Stable 99’s controlled population environment it wouldn’t be able to escape that all that much, though by the uprising it could have bottlenecked at afterwards the impact of Stallions being held as breeding equipment would have perhaps helped concentrate more of it; but keep in mind if the uprising happened half way through Stable 99’s life span it would have been at a point that any pony would have had 16 or 32 descendants from before the bombs.
This expressed with the equation 2^n = X. N is the number of generations back you want to go, and X is the number of people in that generation.
Locked in an enclosed environment for 200 years with eight, nine, or ten generations of inter-lapping family lineage would inevitably mean that at the end of the day, Blackjack is descended from a fair few ponies. It’s safe to say if it wanted to be hamfisted in, she could be a great-great-great-great-great-great-great-great–grandmother to Blackjack. Much in the same way one could plausibly argue that Scotch Tape or P-21 is also Twilight’s and Big Mac’s descendant.
At eight generations, someone could have up to 256 grandparents, which can get skewed in Stable 99’s case given at a certain point they began commodifying males as breeding equipment at keps only 20 sexually mature males but I don’t know how that might effect it. But still, in normal conditions: 256 ancestors in Twilight’s generation. It’s pretty much moot, she can or can not.
Let´s not forget that the timeline from Fallout split at season 2 from the main timeline having Card Trick around would not be strange. At this Point in time in the other timeline we would moving towards the war.
