I heard that the first few editions had it where 0 was death, and it was or before 3 where the number was -10.

You only die if nobody else can heal you. Most RPGs outside of DnD only allow any sort of revival if HP drops to 0, but sometimes regular healing will do just as nicely.

They don’t have to actually die, just be brought down to 0 HP. Unless he lets them roll their death saves and someone gets a nat 20, they won’t be getting up again soon – and whatever zapped them can just go over and coup de grace them all. So I’m more inclined to believe the party is higher level and were worn down by previous damage.

Nah, check the box and the screen divider. This is one of those D&D-Lite style games like Hero Quest, Dragonstrike, or Descent.

Assuming 5e, he must be hitting them all with lethal damage, even with the dex save. That means it has to do their remaining hitpoints and then their maximum. If they were all at full HP, then the most HP one could have and still die even with a success on a DEX save is 12 maximum HP.
 
Thus, we can assume he’s doing this either to a very damaged 4~6th level party, where chain lightning is pretty nasty… or Sandbar broke out chain lightning against a level 1 or 2 party… and none of them could be playing Barbarian.
 
Sandbar is a bit of a dick of a DM to pull chainlightning on a level 1 party.
