They didn’t think something was weird when a supposedly-dead body transforms into a seapony when taken underwater? And don’t the pearl fragments have to be touched by the user to activate the transformation?

So is everyone else, because they could easily have checked for vital signs of some sort and realized that she wasn’t actually dead before having a wake for her.  
Like, you would think that whoever was handling her body would notice that it’s warmer than a corpse would usually be.

Well, considering her upbringing, she doesn’t really quite grasp the surface world. For all we know, she, Terramar, and Skystar were raised in Seaquestria with Sky only having a passing memory of the surface.
