Looking at the source they definitely intended this to be seen by Japanese audiences.
The big thing is though is that Japan doesn’t require censorship for porn that’s exported or “not intended for Japanese consumers” making this unnecessary

I think the greatest part is that the laws define censorship so loosely in Japan that a translucent black bar is enough to say, “Yeah, it’s censored.” Makes me wonder if the judicial system is Japan just has the law to have it, such as all the stupid laws in the US that no officer is really going to enforce. For example, in California it’s illegal to take a bath in a bathtub full of oranges. Lemons are just fine. Also, when would an officer find this?
Like I said, the artists resent the law so they censor the absolute minimum possible to comply with it. They have no desire to actually censor anything.
