I think otterhand is referring to the behavior of certain villagers, i.e. being spooky, stealing stuff, being your best friend, dumping stuff out, laughing maniacally.
 
or this mysterious pony could be caught in the loop too and be frantically trying to stop luna from killing herself and her sister, again.

Not really, he goes out for complete utter chaos to have fun until somepony actively tries to stop him and even then he stays quite passive. I don’t think he would make Luna see her sisters death twice, he would rather mess up her dream magic or make the moon disappear, which would have the added bonus of messing with the tides.
 
Then again he has a twisted sense of humour.
