I know this response is kind of late but… I’ll tell you my method
 
I use handbrake and compress a video with VP9 and Vorbis/Opus audio (Opus gets better compression for bitrate but in my experience Opus can have artifacting even at really high bitrates… so I usually just do 320kbps Vorbis… but especially at 96 and 128 I would do Opus)  
Then I use MKVToolNix (I pointed the url to Windows version but obviously choose whatever version your operating system is) and then open that up and open the drag the file you compressed into there and then go to output and then “create webm compliant file”
 
And… yeah…
 
If taking a video from Youtube there’s a CLI you can use to download losslessly (instead of using online converter) but if just like taking something from an episode maybe yayponies or something (higher quality)… I can’t really link it to you here or explain anything but just google search
 
Most Youtube videos should already be in VP9 format, anyway
 
 
Oh, I forgot to mention… anywhere between 1,000 to 7,500kbps should be acceptable quality for 1080p stuff… I recommend just doing 2-pass ABR as doing constant quality is screwed up on Handbrake  
It highly depends on how complex the content is and the quality you what

I was terrified about roller coasters when I was a kid. Then I became a physicist. Roller Coasters are a primary example of conservation of mechanical energy. Now I’m amazed by them.

Yeah, I’ve felt this before. Usually have no problem with roller coasters, but sometimes I’m paired up with someone who does, and their nervousness psychs me out. A good tip: she shouldn’t have looked down. The slow ascent can be maddening.
