I would still argue in fair fight they would probably end in stalemate, assuming both are giving it their all. While Starlight did exhibit a huge outburst magic in ELTSD, Twilight was still able to completely shield herself against it. Moreover, those outbursts don’t appear to something Starlight can necessarily cast at will. As for the cutie mark spell, she was peforming it under duress in “A Royal Problem”, and even then she still had to first have a specific target in mind. Twilight can avoid that spell as long as she doesn’t give Starlight time to focus.
 
I agree Twilight wouldn’t be able to instantly turn Starlight into ash; as I said below, such a task wouldn’t be easy by any stretch of the imagination. I do believe, however, that Twilight wouldn’t necessarily be a goner or outright lose in a direct confrontation with Starlight. Things could definitely end a stalemate.

Starlight was in a large disadvantage because they fought in the air. Twilight has wings which makes it easy to move in the air but Starlight had to use a levitation spell to fly which is impossible with regular levitation and really difficult so Starlight had to do this on top of her magic. She was duel casting while Twilight could just alternate between shooting and shield. And in her overconfidence she was being stupid by not realizing that Twilight could just block the whole thing if she saw it coming wasting her stamina. Still neither could win because they both got tired. In a fair fight Glimmer would have won. Also Glimmer has since gotten even more powerful being able to have huge outbursts of magic while maintaining levitation and shields without tiring in every little thing she does so if they had fought like this again she might win anyways.
 
Glimmer is initially faster but needs to put effort into the spell.  
 
Her new cutie mark spell doesn’t even need to aim and affects two alicorns removing their marks and then placing them on the other pretty fast and effortlessly.  
 
Regardless, if Glimmer actually went all out now there wouldn’t be many who could stop her. I guess it wouldn’t be fair of me to assume that Twilight couldn’t get much stronger or have an ace up her sleeve. I was just trying to argue that in a straight up confrontation of magic as of this picture Twilight wouldn’t just turn Glimmer to ash and it would be likely that she would doom herself instead. If you want to agree to disagree that’s fine with me as well.

Twilight is equally skilled at dodging, though. Why else do you think Starlight wasn’t able to land a single hit on her during their one-on-one battle in “The Cutie Re-mark”? And while she isn’t as proficient in making her own spells, Twilight still has a large repertoire of spells to choose from. As for the cutie mark spell, that requires a direct hit, so Twilight could avoid that if she moves fast enough.

In a fair fight Glimmer would win every time. For example she can just take away Twilight’s cutie mark and she has better reaction time, shoots quicker and is better at dodging and her spells are more inventive. But if Twilight gets the element of total surprise or Glimmer is straight up sleeping or she gets a friendship/alicorn boost then she has a solid chance to win.

Goku can reduce most guys, including his closest friends to ashes easily, but Vegeta is not most guys, neither would Goku do such a thing because of his relatively good nature. (I do hope you at least are aware of Dragon Ball Z / GT / Super so my analogy wouldn’t be lost on you)
 
Point is, Twilight can’t easily take Starlight out, even if she wanted to. Their power gap isn’t that big anymore.

Yeah someone but not Glimmer. She’s too powerful to simply turn to ash and her reaction time is better unless Twilight did it to her while she is sleeping. Meanwhile there are so many ways that Glimmer would own Twilight. She could simply take her cutie mark away for example. Both aren’t much for any kind of intentional violence, tho.
