It’s been concluded that the Twinkling balloon is a rental and Cherry is the care taker. It could be the expensive option. or Twilight got exclusivity rights to it as Princess.

I was surprised to not see them using the Twinkling Balloon (is it still even Twilight’s?), but then I rationalized it as cargo capacity or something.

I always like to see pony ballooning. G3 had flotillas of the things.
