Leggings are thicker, can be worn like pants, and don’t cover the foot.
Tights are thinner, cover the foot, and usually worn as innerwear (like under a skirt).
And leggings? And tights? What’s the difference?
pantyhose (and most tights) cover a person from their foot (or toes) to their waist (or stomach)
Leggings are what EG Vinyl Scratch and Sugarcoat wear.
The best is having both versions. Considering there already has been made a version without clothes, having with clothes but without leggings should be a nice in-between.

Would of course be better without the leggings, but it looks nice still.
