Yes, it is MLP related, even if the only thing in common with MLP it has is Ponies (it’s from PnP Ponyfinder, expansion to classical Pathfinder).
Each artist has their own style, if you look at the most popular artists you’ll notice that some of them look… vaguely like ponies. In this case they are a bit more… horse like. There are artists (go on and click on the link! It leads to a SFW image on this very site) whose works have very different look from classical MLP.
