Luna was overrated greatly around like season 1-2, but over time she was justified, with some more screen time. Celestia has always been underappreciated, but it’s partially Hasbro’s fault because they keep making her completely useless for the sake of having a conflict for Twilight to fix. Cuz otherwise we’d have no show.
 
So long story short, OP is half right.

They’re likely talking meta, not in-series. Luna’s the Unpopular Popular Character trope in action. She may not be the more loved of the two sisters in-series, but she’s gotten a fair share of love in the fandom and has gotten quite a lot of episodes where she gets a lot of attention. Whereas it took them until seasons 8 to give Celestia a proper episode for herself (the episode she got in Season 7 is kinda adequate but even that episode has a lot of focus on Luna too).

…Is this really OP trying to start shit? Because to me it just seems like something having to do with their characters in the show - Celestia is loved by everyone and could use some less appreciation, Luna felt she was neglected by everyone and could use being a little “overrated”, hence the joke in the image.
