You can point out the lack of originality, but you don’t have to be overly sarcastic about it or use all-caps. It makes you look like a jerk and you should honestly know better. You can give criticism, but, as rule 0 clearly states, you have to be friendly about it.
To be fair (and I’m not trying to justify it), I think in a world like MLP where characters might not even have remotely similar coat/mane colours as their parents, I don’t think it’s unreasonable to assume there’s at least one other pony in Equestria that has the same coat/mane colours as RD (as well as happening to be a pegasus). I do agree with you that it’s unoriginal though.
Of course it isn’t the artist’s fault. The fault lies on the one who created the OC.

Yes, you can point it out. But it’s a bit of a dick move. Especially since this was a commission, so it’s not the artist’s fault this OC is so similar to Dash.

I mean, pepperoni is sausage, which is spiced ground meat. You could do something similar with spiced ground veggies.
Either way, it’s a silly picture, so we probably shouldn’t think too hard on it.

That second option in and of itself implies that they’re aware of what pepperoni is in general, which doesn’t make it any better.
Horses are by nature herbivores, I highly doubt that, in a society depicted in Friendship is Magic, eating meat is even considered, seeing as the only beings we’ve seen eating meat are (mostly) mindless predators.
Could be tomatoes. Or veggie pepperoni.
But horses will eat meat if given the opportunity…
